(The Consent Agenda includes non-controversial and routine items that the Council may act on with one single vote. The Mayor or a Council member may pull any item from the Consent Agenda in order that the Council discuss and act upon it individually as part of the Regular agenda.)

1.      Minutes for October 16 and October 23, 2007.  (Susan Brock)

2.      Concur with Financials for September, 2007.  (Rosemarie Dennis)

3.      Ordinance 2007-31 regarding request by Thomas Foyt to rezone Lots 4 & 5, Block 18, City of Taylor, also known as 311 and 315 Vance Street, from MF2 (Multifamily 2 with R1 Manufactured Housing Overlay) to B3, Central Business.  (John Elsden)

 

REGULAR AGENDA – REVIEW/DISCUSS & CONSIDER/ACTION:

 

4.      Consider introducing Ordinance 2007-32 authorizing the issuance of $10,000,000 City of Taylor, Texas Combination Tax and Revenue Certificates of Obligation, levying and Ad Valorem Tax and pledging certain surplus revenues in support of the Certificates; approving an Official Statement; authorizing execution of a paying agent/registrar agreement and a Bond Purchase Agreement and ordaining other matters relating to the issuance of the Certificates.  (Rosemarie Dennis)

5.      Consider IESI performance.  (John McDonald)

6.      Consider Resolution R07-31 in support of the Christmas Lights at Heritage Square. (Ella Jez)

7.      Consider annual contract for Hotel Motel tax with Taylor Chamber of Commerce.  (Jim Dunaway)

8.      Consider accepting donation to Moody Museum from family of Kathryn Griffith.  (Frank Salvato)

9.      Consider Resolution R07-32 and cast votes for Williamson Central Appraisal District (WCAD) Board of Directors.  (Frank Salvato)

10.  Consider introducing Ordinance 2007-33 amending Fee Ordinance by adding fees related to building inspections and code enforcement. (Bob vanTil)

11.  Consider report on filtering software for library computers.  (Karen Ellis)

12.  Consider appointments to Library Board. (Karen Ellis; Mayor Gonzales)

13.  Consider setting a date for public hearing regarding the Super Freeport Exemption and introducing Ordinance 2007-34.  (Bob vanTil)

14.  Capital Improvements Project update.  (Casey Sledge)

15.  Executive Sessions.

      a)  The Taylor City Council will conduct a closed executive meeting pursuant to the provisions of    the Open Meetings Law, Chapter 551, Government Code, in accordance with the authority            contained in Section 551.072 in order to deliberate regarding acquisition of real property.
      b)
The Taylor City Council will conduct a closed executive meeting pursuant to the provisions         of the Open Meetings Law, Chapter 551, Government Code, in accordance with the authority            contained in Section 551.087 to discuss or deliberate regarding commercial and/or financial      information on a business prospect that the City of Taylor, Texas, seeks to have locate, stay, or          expand in or near the City of Taylor, Texas, and with which the City of Taylor, Texas, is    conducting economic development negotiations and/or deliberate the offer of financial or other          incentives to the business prospect;

16. Consider action on Executive Sessions.

The Council may vote and/or act upon each of the items listed in this Agenda.  The Council reserves the right to retire into executive session concerning any of the items listed on this Agenda, whenever it is considered necessary and legally justified under the Open Meetings Act.  I certify that the notice of meeting was posted in the Taylor City Hall Lobby before 6:00 pm on November 12, 2007 and remained posted for at least 72 continuous hours before the scheduled time of said meeting.  I further certify that the following news media was notified of this meeting:  Taylor Daily Press.
