(The City Council welcomes public comments on items not listed on the agenda.  However, the Council cannot respond to matters not listed until posted on a future meeting agenda.)

 

CONSENT AGENDA

(The Consent Agenda includes non-controversial and routine items that the Council may act on with one single vote. The Mayor or a Council member may pull any item from the Consent Agenda to discuss and act upon it individually as part of the Regular agenda.)

1.      Minutes for July 17, July 22, July 31, and August 5, 2008.  (Susan Brock)

 

REGULAR AGENDA – REVIEW/DISCUSS & CONSIDER/ACTION:

2.      Recognize members of the Downtown Neighborhood Subcommittee.  (Mayor)

3.      Conduct First Public Hearing on 2008/2009 Ad Valorem Tax Rate and discuss 2008-2009 Budget*

(*NOTE:  This budget will raise more total property taxes than last year’s budget by $346,169 or 6% and of that amount $114,834 is tax revenue to be raised from new property added to the roll this year.  The City of Taylor City Council will vote on the tax rate at a meeting to be held on September 4, 2008 at 6:00 pm, at City Hall.)

4.      Conduct Public Hearing and consider introducing Ordinance 2008-25 to rezone property owned by Edward Ray Tealer, Sr. located at 1013 to 1019 Scott Street, also known as Block 1, Lots 19-22, City of Taylor, from Light Industrial (M-1) to Single Family (R-1).  (John Elsden)

5.      Consider renewing professional services agreement with the BeneTex Group.  (Starla Hall)

6.      Consider health insurance benefits for City employees.  (Starla Hall)

7.      Consider Time Warner digital conversion of local access Channel 10.  (Frank Salvato)

8.      Consider introducing Ordinance 2008-24 electing for the City to make current service and prior service contributions to the City’s account in the municipal accumulation fund of the Texas Municipal Retirement System (TMRS) at the actuarially determined rate of total employee compensation.  (Rosemarie Dennis)

9.      Consider request from Airport Advisory Board to host Fly-In with motor sports venue on September 27, 2008 at the Taylor Municipal Airport. (Danny Thomas)

10.  Consider introducing Ordinance 2008-26 amending Sign Ordinance to add sign definitions.  (John Elsden)

11.  Consider amending Economic Development Grant agreement with TCAT Foundation for construction of the East Williamson County Higher Education Center (EWCHEC). (Frank Salvato)

12.  Consider request for the City to become a member of Transportation Excellence for the 21st Century (TEX-21) organization.  (Jim Dunaway)

13.  Consider approving Resolution R08-10 supporting the discontinuation of the diversion of transportation user revenues to non-transportation uses and the appropriation of all revenue generated from highway user fees and taxes to fund transportation projects.  (Jim Dunaway)

14.  Executive Session.  The Taylor City Council will conduct a closed executive meeting pursuant to the provisions of the Open Meetings Law, Chapter 551, Government Code, in accordance with the authority contained in Section 551.087 to discuss or deliberate regarding commercial and/or financial information on a business prospect that the City of Taylor, Texas, seeks to have locate, stay, or expand in or near the City of Taylor, Texas, and with which the City of Taylor, Texas, is conducting economic development negotiations and/or deliberate the offer of financial or other incentives to the business prospect.

15.  Consider action from Executive Session

The Council may vote and/or act upon each of the items listed in this Agenda.  The Council reserves the right to retire into executive session concerning any of the items listed on this Agenda, whenever it is considered necessary and legally justified under the Open Meetings Act.  I certify that the notice of meeting was posted in the Taylor City Hall Lobby before 6:00 pm on August 11, 2008 and remained posted for at least 72 continuous hours before the scheduled time of said meeting.  I further certify that the following news media was notified of this meeting:  Taylor Daily Press.
