(The Consent Agenda includes non-controversial and routine items that the Council may act on with one single vote.  The Mayor or any Council member may pull any item from the Consent Agenda to discuss and act upon individually on the Regular Agenda.)


  1. Minutes for March 12, 2009 and March 24, 2009.  (Susan Brock)

2.      Ordinance 2009-11 amending Fee Ordinance for garbage rates and fee in lieu of sidewalks.




  1. Proclamation:  National Public Safety Telecommunicators Week, April 12-18, 2009.  (Mayor)
  2. Proclamation:  April is Fair Housing Month.  (Mayor)
  3. Conduct Public Hearing and consider introducing Ordinance 2009-5 amending the zoning map of the City of Taylor at the request of Jill Shaw for property located at 500 West Second Street, generally described as Lots 1-2, part of Lot 3 in Block 61 of the City of Taylor, from B1 (Local Business) to B2 (General Business). (John Elsden)
  4. Consider offering an individual subscription based curbside recycling program.  (Jim Dunaway)
  5. Consider approving pool service agreements with the YMCA of Greater Williamson County to manage the city swimming pools for the summer of 2009.  (Bob vanTil)
  6. Consider request from Blackshear/O. L. Price Ex-Student Association to use Murphy Park Pavilion and Robinson Park facilities for June 19 and 20, 2009.  (Danny Thomas)
  7. Consider request from Ministerial Alliance and TISD to conduct Midnight Basketball Program at Robinson Park from June 16 through August 8, 2009. (Danny Thomas)
  8. Consider request from Main Street Board to sell wine and/or beer at the Bloomin’ Festival and to allow consumption throughout the festival area. (Jean Johnson)
  9. Consider Resolution R09-10 regarding participation in the Neighborhood Stabilization Program.  (Bob vanTil)
  10. Consider Resolution R09-11 requesting a public sale of property acquired by the City of Taylor, Texas at a delinquent tax sale.  (Bob vanTil)
  11. Consider accepting Lots 6 and 7, Block 34 of the Doak Addition in lieu of payment of liens.  (Bob vanTil)
  12. Consider providing markers for streets in Taylor City Cemetery.  (Danny Thomas)
  13. Consider approving Resolution R09-9 cancelling May 9, 2009 election for District 3 position and declaring candidate John McDonald elected.  (Susan Brock)
  14. Executive Session.  The Taylor City Council will conduct a closed executive meeting under Section 551.071 of the Texas Government Code in order to meet with it’s City Attorney on a matter in which the duty of the Attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas authorize and allow such a closed meeting and which Rules conflict with the Texas Open Meetings Act.  
  15. Consider action from Executive Session.



The Council may vote and/or act upon each of the items listed in this Agenda.  The Council reserves the right to retire into executive session concerning any of the items listed on this Agenda, whenever it is considered necessary and legally justified under the Open Meetings Act.  I certify that the notice of meeting was posted in the Taylor City Hall Lobby before 6:00 pm on April 6, 2009 and remained posted for at least 72 hours continuously before the scheduled time of said meeting.  I further certify that the following news media was notified of this meeting:  Taylor Daily Press.
