Level-Up
- May 20, 2025 - Randall St from Kimbro to Stasny, Prather from Fairgrounds to Grace and Cecilia to Vernon and Cecilia from Howard to Victoria will have Level Ups this week. There will be no road closures but there will be heavy equipment which will require caution.
2024 Street Maintenance (TH Johnson/Bill Pickett, Lake, Mallard)
- May 27, 2025 – Starting with TH Johnson on June 13. Then hitting Lake, Bill Pickett, Mallard, then 4th and 2nd.
- May 20, 2025 – Precon completed on May 13. Kicking off on June 2.
- May 6, 2025 - Executed agreement, payment and performance bonds received. Preconstruction meeting scheduled for May 13. Notice to Proceed will be issued on May 27.
- April 15, 2025 – Notice to Proceed to be issued on May 27. Will get schedule from them. Likely start on TH Johnson first.
- April 8, 2025 - Nothing expected for next 6 weeks. Construction begins late spring/early summer.
- April 1, 2025 – Still working on Bonds and Insurance. Notice to Proceed may be around May 27.
Local Drainage Projects (Velma, Tammi, Burkett, and Old Thorndale)
- April 29, 2025 – Working through utility conflicts.
- April 22, 2025 – Preparing Benefit Cost Analysis on additional project limits.
MLK Sidewalk
- April 29, 2025 – Working towards 90% designs. Looking to end of summer for completed design.
- April 22, 2025 – Agreement with TXDOT to extend their planking project to cover the sidewalk is in process.
- April 15, 2025 - Received comments back from TXDOT. May be time gap where sidewalk is complete and planking is still in process.
- April 8, 2025 - 60% design completed. Currently coordinating with Union Pacific Rail Road and TxDOT to facilitate extension of Railroad planking on MLK and Robinson. Staff to submit exhibit A and supporting docs for both crossings to UPRR tomorrow.
- April 1, 2025 – Submitted 60% plans to TXDOT for review on March 27. Coordination has begun with property owners alongside the project.
Parks Projects
- April 15, 2025 - Putting together projects to Council next week. Meeting at Taylor Regional Park to coordinate Geotechnical investigation from Rabba Kistner. Drilling next week.
Fire Stations 1 & 2
- May 6, 2025 - Final equipment coordination completed, furniture costs being confirmed. Working on final design fee for project completion (bidding, negotiation, contract admin). Fee expected to be complete by 5/16.
- April 8. 2025 - Met with FD Tuesday April 1 to discuss bidding and overall project schedule. Finalizing cost estimates
Facilities Master Plan
- June 10, 2025 – Charettes rescheduled for June 16.
- June 3, 2025 – Charettes scheduled for June 9.
- May 6, 2025 - Accessibility reports and estimated schedule to complete sent to City last week.
- April 29, 2025 – Met with staff last week. Waiting on ADA inspection reports.
- April 22, 2025 – Meeting tomorrow to review master plan. Still awaiting ADA assessment and real estate evaluation.
- April 15, 2025 - ADA Facility assessments starting today.
- April 8, 2025 - Meeting between HDR and Nicole on 4/9. RAS inspectors will be scheduled for the buildings soon for ADA analysis. Meeting today regarding new proposed public works site.
Safe Streets for All Grant Program
- June 10, 2025 - This will go to council on June 12.
- June 3, 2025 – This would add our projects to the CAMPO transportation program and planning. One project potential is the sidewalk on North Main. A second project would add a raised median from the Carlos Parker Off Ramp to Sloan Street on 2nd Street. This would prevent people from trying to cross 2nd from the off ramp and not take enough time to slowly progress across the street. It would force them to the intersection. These two projects will be brought to council after the new District 4 member is elected and joins the dais.
- May 27, 2025 – Team met last week. A resolution will go before Council in June for application to the program (raised median on 2nd by Debus and Sloan and some sidewalk on North Main from Carlos headed south). The County is applying and including our projects.
- May 20, 2025 – Part of the CAMPO Safety Action Plan for Federal Funding. Requires a 20% local match. Meeting this week about City submissions to the plan.
Sidewalk, Bikes, Trails Master Plan and ADA Transition Plan
- May 27, 2025 – Staff met last week to work on trail priorities.
- May 20, 2025 – Staff met last week to polish public engagement plan. Team will meet to review trail maps this week.
- May 13, 2025 – TXDOT will now requiring ADA transition plan for permitting of work. We are still gathering details about what compliance looks like and penalties for non-compliance. We are slightly ahead of the curve with our ADA Transition Plan in process.
- May 6, 2025 - Downtown area ADA plan done. Follow up meeting scheduled for trails plan. Delivered public engagement plan and survey questions. Typical section for trails, sidewalks, and bikes delivered, preparing for presentation to council in June.
- April 15, 2025 – Still working on downtown areas. Working on Hutto connection routes. Delivered level of stress last week.
- April 8, 2025 – HDR is working on downtown area ADA analysis and plan. They have completed a level of stress analysis that will be delivered this week. On April 1, we held an internal meeting to discuss public engagement for the project. We plan to hold a series of public meetings and conduct a survey as a part of this project. HDR has also started development of designs for typical trails, sidewalks, and bike improvements for use when designing future projects.
Transportation Master Plan
- April 29, 2025 – Removed from HDR list. Incorporating into Comprehensive plan update.
Transportation Alternatives Grants (FM 3349 Shared Use Path & Cross-Town Connector)
- June 3, 2025 – Need a press release on this and some foam boards for display at upcoming public events.
- May 27, 2025 – Brining resolution for final application to Council on June 12. Application due on June 20.
- May 20, 2025 – Continued with preliminary design and detailed application preparation. Staff will bring a resolution to Council the first meeting in June.April 22, 2025 – TXDOT invited the City to submit both full applications. HDR is working on those detailed applications in coordination with Langford
- April 15, 2025 - TxDOT to submit forms to HDR for full application. The full application window opens tomorrow. HDR plans to have an application completed early.
2022 Street Maintenance (2nd, 4th, Mallard)
- June 3, 2025 – When the project was complete, HDR covered speed limit signs and measured speeds of drivers. The project shows that they could reduce the speed limit between the shelter and cemetery to 45. Couldn’t get it down to 35 as they wanted.
- May 27, 2025 – Contractor will be completely replacing the seal coats on 2nd and 4th. This will be done after/in tandem with the 2023 Street maintenance projects.
- April 29, 2025 – Requested changes to Rabba Kistner’s memo. Contractor expects memo.
- April 22, 2025 – Reviewing recommendations from Rabba Kistner. They may recommend resealing sections or all of 2nd and 4th.
- April 15, 2025 - Rabba Kistner sent site analysis of seal coat. It is in review by HDR. Contractor swept the streets last week.
- April 8, 2025 – HDR is finalizing results from a speed study on 4th street. Still awaiting the report from Geotech on sealcoat application conditions. Sweeping of loose rock will be completed tomorrow.
- April 1, 2025 – Geotech provided report on warranty items. The contractor from the project will be sweeping 2nd and 4th and will meet with Geotech to discuss warranty claims.
OCI Updates
- May 27, 2025 – Presenting OCI updates to Council on June 12.
- May 20, 2025 – Curb and gutter inventory ranking sections are in Quality Control.
- April 29, 2025 – Curb and gutter inventory sent back missing some items. Contractor is preparing those items to return for review.
- April 8, 2025 - HDR is preparing a council presentation on curb inventory and potential curb repair program
366 and Chandler Road Signal
- May 20, 2025 – Grant Approved by TxDOT for HSIP Grant. Another bad accident was recorded last weekend. TxDOT is estimating first quarter of 2027 for construction. The project is in queue with the rest of the HSIP program announcements. They have requested that we continue to send them data and hopefully escalate the project on the list.
- May 13, 2025 – Received approval for HSIP for chandler road and 366 signal. Main Street Sidewalk was not selected in this year’s round.
- April 1, 2025 - No Updates. Still waiting on HSIP application results.
Donna Channel
- May 27, 2025 – Submitted response to requests for information from granting agencies last week.
- May 20, 2025 – Received comments on 5/9. Resubmitting bid documents this week.
- May 13, 2025 – Received comments back on Donna Channel & Travis/Franklin last Friday. They are basic comments to add minor notations to the plans. We expect approval in a couple of weeks.
- April 29, 2025 – Working with Oncor to move utilities
- April 1, 2025 – The Texas Water Development Board finally completed the next step in their process and issued an approved Engineering Feasibility Report. Plan review is now in process which is supposed to be a faster process than EFR approval.
Mustang Creek Detention
- May 27, 2025 – Erosion matting and seeding has been installed. Contractor will be occasionally watering for the seeding to set.
- May 20, 2025 – Punch Walk conducted last week. 5-6 erosion items to be dealt with. One change order to include weather days is in process.
- May 6, 2025 - Rock riprap installation complete, seeding and erosion matting placed, punch walk scheduled for 5/13 to address any remaining items.
- April 29, 2025 – Riprap is 95% installed. Starting seeding today. The creek has been released to flow through the area.
- April 22, 2025 – Excavation is complete. Riprap continues.
- April 15, 2025 - Installing riprap near runway continues. Working towards topsoil and seeding.
- April 8, 2025 - Riprap installation is beginning soon near runway. Seeding will follow.
- April 1, 2025 – The creek was pumped out last week and 1700 fish and mussels were relocated downstream to enable continued work.
Travis/Franklin Drainage
- June 3, 2025 – UPRR agreement signed. Using leftover monies from Mustang creek to pay for RR agreement.
- May 27, 2025 – Submitted response to requests for information from granting agencies last week.
- May 20, 2025 – Received comments on 5/9. Resubmitting bid documents this week. UPRR agreement under review.
- May 13, 2025 – Received comments back on Donna Channel & Travis/Franklin last Friday. They are basic comments to add minor notations to the plans. We expect approval in a couple of weeks. Additionally, with Travis/Franklin, we need a permit to direct drainage into Union Pacific Railroad right of way. We are working on an agreement with them to ensure it does not delay or affect the project.
- May 6, 2025 - UPRR encroachment agreement received. Under review from city attorney.
- April 29, 2025 – Working with Oncor to relocate a pole.

Kimbro/Shaw Drainage
- May 6, 2025 - Langford has responded to FEMA request for information.
- April 15, 2025 – A Request for Information was received from FEMA to break down some of the tasks further. Langford is working on a response. This is the first communication from FEMA on the project in over a year.
- April 1, 2025 - No Updates. Still waiting on FEMA.
Water/Wastewater CDBG Grant Project
- April 15, 2025 - Submitted Annie Street project on the 10th last week.
- April 1, 2025 – Team met on 3/14 to discuss projects and application dates. The deadline to apply is April 10. Potential projects include Annie Street between 7th and 4th and West 5th Street between Fowzer and Vance. The potential project costs are $572,800 and $450,000 respectively.
iMarket Sewer Line
- June 3, 2025 – Design is being finalized. Easement acquisition has restarted.
- May 27, 2025 – Sewer design is in second round of permitting review. HDR will submit a proposal for construction oversite.
- May 20, 2025 – Sewer design permitting is in process.
- April 15, 2025 - iMarket executed agreement with EDC. Meeting with iMarket this week to discuss needs for sewer line sizing.
- April 1, 2025 - Still waiting on Development Agreement. They have until April 9. HQ in Korea says that they still have lots of questions.
Highway 79 Sewer Phase 1
- June 3, 2025 – Conducted coordination meetings with Oncor last week. Will need minor alignment revision to avoid a newer power pole. Offers have been sent for construction and permanent easements.
- May 27, 2025 – Appraisals approved on May 22 at Council Meeting. Offers are being sent to property owners for easement acquisition.
- May 20, 2025 – Coordinating with Oncor regarding possible conflict with a new power line they installed. Easement acquisition is going before council this week. Will issue offers to landowners following.
- April 29, 2025 – Preconstruction meeting held last week. Drove the route following the meeting. New Oncor power line recently installed in the vicinity of alignment. Need to coordinate with them to ensure there are no issues with alignment. Appraisals will be back this week and will be brought to the City for potential easement offers.
- April 15, 2025 - Precon meeting planned for April 24. Working on Easement acquisition and materials testing proposal.
- April 8, 2025 - Construction contract documents executed by the City. HDR is assembling the confirmed contract documents with the executed agreements. Will schedule a preconstruction meeting within the next 1-2 weeks. Easement Acquisition is in progress and may take several months. Requesting a materials testing proposal for work needed during construction.
- April 1, 2025 – Executed contract last week. Will have a preconstruction meeting in the coming days.
Highway 79 Sewer Phase 2
- May 20, 2025 – Completed reviews to confirm preliminary alignments. Environmental and cultural resources are ongoing. Expect a draft report in the next two months.
- April 29, 2025 – Some adjustments were made based on a constructibility review.
- April 15, 2025 - Moving into area utility evaluations and high-level easement analysis.
- April 8, 2025 - Work is ongoing. Initiating more detailed route analysis, environmental and cultural resources studies, and easement analysis.
Bull Branch I&I Reduction
- May 20, 2025 – Draft reports are nearing completion.
- April 8, 2025 - Calibrating the collection system model using data collected from the installed flow meters. Using the calibrated model in developing the preliminary engineering for the full Bull Branch extents. Incorporated improvements into the lower Bull Branch interceptor going into the construction phase.
Bull Branch Upsizing Phase 1
- June 3, 2025 – Surveying and staking planned this week followed by erosion control installation. Will be receiving pipe next week. Installation planned to begin July 9. Offer letters have been sent for easement acquisition.
- May 6, 2025 - Easement acquisition in progress.
- April 29, 2025 – Received some initial shop drawings from contractor. Coordinating with parks department to identify staging areas and materials storage.
- April 22, 2025 – Expect construction to begin in Summer.
- April 8, 2025 - Initial construction activities are ongoing. Have received and reviewed several shop drawings for materials. Waiting for revised materials testing proposal for the work. Will forward to the City for approval after review. Easement procurement is in progress. The draft preliminary engineering report for the full extent of the Bull Branch sewer replacement is in review.
- April 1, 2025 – Construction has been authorized. 3-4 Week lead time on fiberglass pipe. Will start seeing activity on the south end when the pipe is delivered.
Tammi Lane Sewer Line
- May 20, 2025 – Sent cultural resources letter to THC last week recommending no impact.
- May 13, 2025 – Received survey and have begun planning alignments based on survey.
- April 29, 2025 – Expect to receive survey this week. Working on identifying needed easements.
- April 22, 2025 – Completed Survey, Geotech, and SUE.
- April 15, 2025 - Cultural Resources letter draft ready for approval and sent to THC.
- April 8, 2025 - Field environmental investigations were completed 3/26. Coordinating survey, geotech, and SUE work. Waiting for processed survey files. Waiting for easement exhibits to start easement negotiations.
LCRR
- June 10, 2025 - Public works started field investigations on June 2.
- May 20, 2025 – New temp staff hire resigned yesterday. Public works will now complete the remaining inventory of around 800 service lines due to the lack of reliability from temporary staff.
- May 13, 2025 – Staffing issues and turnover have affected the project once again. We should have another person by next week.
- April 29, 2025 – As of Wednesday of last week, there were 970 remaining for investigation.
- April 15, 2025 - Field inventory continuing. Had 1500 left last week. Will get an updated number soon.
- April 1, 2025 – Work expected to resume tomorrow.
W/WW/WWTP Master Plan
- June 3, 2025 – Met last week internally to go over expanded service area and land use types. Next step will be to go before council to get approval for expanded service area and land use types.
- May 20, 2025 – Scheduled for kickoff on 5/29. The meeting will be focused on proposed expanded service area and proposed land use types to plug into flow modeling.
- May 6, 2025 - Workshop planned for city council in May after the election.
- April 8, 2025 - EDC board approved scope of the project. Planning to workshop with city council after May election to confirm expanded area for master planning work.
Murphy Street CDBG Waterline
- June 3, 2025 – Expect design survey this week. HDR will start work on design after receiving the survey.
- May 20, 2025 – Met last week with developer to coordinate utilities installation plans and timelines. Developer to start Permit Review in June.
- May 13, 2025 – Surveyor has been mobilized. Beginning to reach out to existing land owners.
- April 15, 2025 – The project was approved by Council on 4/10. HDR is mobilizing resources to start work.
- April 8, 2025 - Item added to council agenda 4/10
Justice Center
- April 15, 2025 - Design work continues. Sewer line relocation plan is in process.
Cemetery Office Building
- May 13, 2025 – Texas Historical Commission is requiring that the existing building be removed and scrape beneath it to see if there are any archeological finds beneath it before a new building can be constructed. The City will be moving forward with demo of the existing building and completing archeological investigation.
- April 15, 2025 - THC recommended archeological investigation on site. We could not prove that the existing building was not built over existing graves.
- April 8, 2025 - Awaiting Archeological input from Texas Historical Commission. Building is not deemed Architecturally Historic. We do not have records of any graves beneath the present office site.
Backup Generation
- May 20, 2025 – Will be brought to council on June 12 for approval of change order needed to complete City Hall connection.
- May 13, 2025 – Will be bringing a change order to Council for required changes to energize the city hall backup generation connection.
- April 1, 2025 – City Hall will be shut town on 4/18 in the morning and 5/2 in the evening for completion of work.
Airport Ramp Reconstruction
- June 10, 2025 - Project is substantially complete. Final punchlist and grass establishment coming soon.
- May 27, 2025 – Paving is complete. Tie downs are complete. Striping getting done this week or next, depending on weather. Following is grass and sod install and punch list.
- May 20, 2025 – Densities have been approved, top coat added and asphalt is being laid.
- April 29, 2025 – Contractor working on densities. Has not passed density testing.
- April 15, 2025 - Taking final densities on the base in phase 4. Will be asphalting in the next week.
- April 1, 2025 – Base is continuing to be brought it. Helipad Pours are complete.
Public Works Building
- May 13, 2025 – Finalizing pricing for generator at proposed new facility. Also exploring the costs for a fuel farm.
TRP Synthetic Turf
- June 3, 2025 – Finalized Geotech report. Getting updated proposals from three vendors that align with geo recommendations.
- May 13, 2025 – Received Geotech report Friday May 9. HDR is reviewing results before sending to City staff.
- April 22, 2025 – Met at TRP last week with Raba Kistner. They took bore samples in preparation for turf installation. Waiting on recommendations from them.
- April 8, 2025 - Received Geotech proposal for boring at TRP
Putt Putt Renovation
- May 27, 2025 – The fence has been removed. Working on club rental logistics and social media push. The course has been play tested. Will push for July 4 to have info and staff at the course. Will start a fundraising effort soon with the non-profit.
- May 20, 2025 – The fence is coming down. Parks is working with a turf company to get pricing on re-turfing the courses. The department plans to open the course to the public next week.
- May 13, 2025 – Fence is coming down next week.
- April 29, 2025 – NHS group completed painting on all 17 remaining holes. Will soon take the fence down and open it up for free play.
- April 15, 2025 - NHS painted half of the holes. The other half will receive paint on the 26th. Will wait on opening it until it is safe for people to gather near pool construction site. Included in 2024 Parks projects to be presented to council at the next meeting.
- April 8, 2025 - Trees trimmed. The National Honors Society at Taylor High School has volunteered to paint the course holes.
Wellness Center
- May 13, 2025 – Went before council last week. Final report is being prepared. The proposed Murphy Park location needs a traffic impact study. If the Council decides to move forward, it will require an election to be called for a General Obligation bond.
- April 22, 2025 – Final public meeting was held on April 21. Will present to council on May 8.
- April 15, 2025 - Final public meeting on April 21 at 6pm. Final recommendation to council in May.
- April 1, 2025 – One last community workshop will be scheduled in late April. The final report will go to council on May 8.
Doris Roznovak Aquatic Center
- June 10, 2025 - Top portion of concrete has been poured. Contractors are working to frame walls and prepare for shotcrete on June 17.
- June 3, 2025 – Contractor waiting on a final walk through with HDR for final concrete pour.
- May 27, 2025 – The bottom of the pool foundation was poured Friday. The sides will be poured as soon as weather permits.
- May 20, 2025 – Pool Drains and Piping are being installed. Forms for foundation are also getting installed in preparation for pouring the concrete.
- May 13, 2025 – Contractor is pushing towards getting concrete in the bottom of the pool in the next two weeks during the expected hot dry spell.
- April 29, 2025 – Finishing up piers. Water slide piers are staked. Will be drilled and poured this week pending weather.
- April 15, 2025 - Electrical rerouting is complete and waiting on inspections. Forms for pool shell have been delivered. They are working on installation. Will have updated renderings with color choices soon.
- April 8, 2025 – Contractors are working on shell, piers, electrical, and water lines. Stil waiting on updated renderings from Splashtacular.
Murphy Park Trails
- May 20, 2025 – Plans are done and transmitted to the Parks Department.
- April 29, 2025 – Completed plan set is in Quality Control. It will be sent to the City this week.
- April 8, 2025 - Working with Altura on RAS review (ADA review)
